Delaware Gambling & Casino Guide 2023

Are you looking to gamble in Delaware, either in land-based casinos or online? In this guide we’ll tell you all you need to know about the licensed casinos that are available and about the quality of games there, as well as all information about their offshore counterparts.

Delaware is considered a progressive state when it comes to gambling laws as almost all forms of gambling are legalized. However, things took a downturn as often happens with regulated markets, as it’s only the local three casinos that have a license, and they have no need to keep up with the modern trends as their business is protected by the license.

Fortunately, you can still gamble at offshore real money online casinos, and in this article we’ll tell you where exactly, and why you should consider doing that in the first place.

Delaware Gambling Laws – An Overview

Long story short, gambling is legal in Delaware and the state has been very progressive with the legislation, but if you’re playing at licensed casinos you’ll be gambling like it’s 1995. The best way out is to gamble at one of the offshore online casinos we recommend. The game you’ll get there is far superior to what Delaware has been offering for the past several decades. Because, unlike some other states, Delaware isn’t really upgrading its gambling offering or developing new casinos.

Gambling in Delaware is overseen by Delaware Gaming Enforcement. It’s this regulatory body that issues gaming licences. The Delaware Lottery Commission oversees the conduct of online gambling.

In 1994, the Delaware General Assembly passed legislation that allowed for slot machines in land-based casinos, and in 2010 the Table Games Bill specifically allowed for casino table games, so it was only after this time that table games began showing up in Delaware casinos. All local casinos upgraded their facilities to include table games in 2010.

Delaware was the first state to legalize online gambling in the US, in June 2012, through the Delaware Gaming Competitiveness Act (HB 333). Less than a year later the first online casinos emerged. However, if you thought this meant the market has opened up, you’d be wrong. The three websites that emerged are owned by the three land-based casinos in the state that partnered with leading online gaming providers to create an online gaming platform for Delaware residents.

In 2017, the Delaware Interactive Fantasy Contest Act was signed into law by Governor John Carney. It permits online wagering by participants located in Delaware on interactive daily fantasy sports contests offered by those internet operators who have registered in Delaware, which would happen to be DraftKings, FanDuel and Yahoo Sports.

After the addition of table games to land-based casinos in 2010 and the emergence of online gambling in 2013, not much has happened in Delaware, at least as far as casino gambling is concerned. It seems as if legislation came to a standstill, an equilibrium where all interested parties are satisfied with how things stand. There is no reason for the state to open up to other online casinos as that would threaten the three local ones, so it seems that in the foreseeable future not much will change in Delaware.

Even the latest news on the Delaware Gaming Enforcement (DGE) website are from 2016. Don’t expect any radical changes in the state, except for the now well overdue legalization of online sports betting that may come soon. But even when it does come, it will likely only be the three local casinos that will get the license.

Things that can and will change in Delaware is the entrance of new games to the existing casino properties, as was the case with Everi Holdings Inc that signed a five-year deal with the Delaware Lottery to install 500 of their premium video game cabinets to the three casinos in 2021. This is the kind of thing that matters a lot to Delaware players – and we’re looking forward to similar developments in the three online casinos in the state.

Delaware Casinos

It doesn’t get more traditional than Delaware. The state has three licenced land-based racinos that are ancient, as the newest one was opened in 1967. They are Delaware Park (1934), Bally’s Dover (1967) and Harrington Raceway & Casino (1946). Bally’s is the odd one out, as it was renovated to modern standards when Bally bought Dover Downs.

Delaware Park

Delaware Park opened in 1937 and is the only thoroughbred track in Delaware, and a hugely successful one at that. The facility has constantly been developing and today it features a casino with almost 2,000 slot machines, sports betting, 10 restaurants, four bars, and the golf club is also just minutes away. There are no hotel rooms in the facility but there are plenty of hotels nearby. Delaware Park is definitely a place where you can enjoy gambling as it once was, traditional, with a race track, with some fine dining on the side. What more can you ask for?

Address: 777 Delaware Park Blvd, Wilmington, DE 19804
Gaming space: 100,000 sqft total area of the facility
Games: 1,900 slot machines, 40 table games, 25 poker tables

Bally’s Dover Casino Resort

Previously known as Dover Downs Hotel and Casino, this is the largest casino in Delaware and one where you will get the usual Bally experience, with lots of amenities such as dining, ballroom, entertainment, wedding area and many other things. This racino has a .625 mile harness horse racing track, surrounded by Dover Motor Speedway, a 1 mile concrete track used for NASCAR events. It is an old casino, that opened its doors in 1967 while in 1969 it started offering horse races.

The facility was, of course, significantly renovated by Bally to meet the brand standards in 2010, so age doesn’t show at all. This is, for all practical purposes, a very modern casino, same as other Bally casinos across the country. This is the only one of the Delaware casinos to also offer hotel rooms.

Address: 1131 N Dupont Hwy, Dover, DE 19901
Gaming space: 45,000 sqft
Games: 2,700 slot machines, 40 table games, 18 poker tables
Hotel rooms: 500

Harrington Raceway & Casino

While it is true that Harrington Raceway opened in 1946 as a racetrack (a half-mile oval), the casino was added in 1996 so it is in fact the newest one in Delaware. It is owned by Delaware State Fair, which is a non-profit organization. It seems that this is the least interesting casino in Delaware, as you’ll go to Delaware Park for a traditional experience and to Bally’s for a modern one. Harrington is a small casino in comparison, with a small(er) racetrack. However, in late 2022, Harrington upgraded its gaming floor with the latest IGT ADVANTAGE system, so there are periodic upgrades taking place in this casino.

Address: 18500 S Dupont Hwy, Harrington, DE 19952
Gaming space: 35,000 sqft
Games: 1,700 slot machines, 30 table games, 100 poker room seats

Yes, gambling is legal in Delaware, almost all forms of it. Likewise, all of those legalized forms of gambling are going through one of the three state-licensed land-based casinos that also have an online presence.
That’s why it’s a far better choice to simply visit one of the offshore online casinos we recommend, as the game you’ll get there is superior to what the local casinos have to offer.

Online Casinos & Gambling In Delaware

There are two separate groups of online casinos you can gamble at in Delaware. The first group would be the Delaware Lottery licenced casinos, three of them, belonging to each of the three licenced land-based casinos in the state. These struck deals with giant companies such as 888 Holdings and Scientific Games to provide the gaming platforms. These casinos are licenced so playing there is perfectly legal.

That being said, just a quick visit to any of the three sites reveals that these online casinos look like they’re three decades old, and are very far away from modern standards. These are simply online fronts for the respective land-based casinos and have very little to offer to an online player who has seen better sites.

That means you’re better off ignoring these three casinos altogether – however licensed and legal they may be – and choose one of the offshore casinos that accept Delaware players that offer a truly good casino gambling experience. In this particular situation, it’s the offshore casinos that win hands down.

If you’re having second thoughts about that statement, just visit Delaware Park online casino and then visit Slotocash. The differences will all be immediately noticeable.

Delaware Online Casinos No Deposit Bonuses

Some online casinos even offer no deposit bonuses or/and no deposit free spins to Delaware players, just to get you through the door and sign you up as a customer. The best ones are listed on this page, some are exclusive to this site too, so make your pick and sign up and start playing.
No deposit bonuses are a great way to try out a USA real money slots casino at no risk, and if you’re in Delaware and have been playing at one of the three licensed online casinos, you’ll quickly learn to appreciate that new offshore casino you just signed up with, that gave you a no deposit bonus.
